Andrew Walker graduated from Imperial College with a B.Sc in Physics. Following two years working for Rolls-Royce and Associates in Derby, he joined ICL in Manchester, where he working with a range of customers primarily in the North-West of England. These included several large local authorities and utilities, mainly in electricity generation and distribution.
In 1995 Andrew joined the Monopolies and Mergers Commission and spent three years working on a number of inquiries, including electricity company mergers and classified directory advertising. He moved to the Office of Fair Trading in 1997 where he was the Case Manager for the OFT’s court case examining the selling of Premier League football broadcasting rights. In 2001 he moved to Oftel, where he carried out a number of compliance investigations, before spending 10 months on secondment to Otelo to assist the organisation in its early days and to transfer detailed telecom knowledge.
Shortly after his return to London in October 2003, he joined Ofcom. In his four years at Ofcom he worked in the Competition Group on a range of telecoms projects, including the development of the newly-liberalised directory enquiries market and the wider directory information. Throughout his time at Ofcom he was the lead policy contact on unfair terms in consumer contracts issues, and in his last year he was a core member of the team looking at additional charges paid by customers of communications companies.
He joined tOSl as an Ombudsman in March 2008. |
